 Description   

When in the overworld lava from a bucket or lava lake does not cause damage to the player or magma blocks also. Tested in the nether and all is fine.

You should check the game rule "fireDamage" for that world.
In Spigot game rules are stored separate for each world, so running the "/gamerule" command will affect the current world only.

Tested in 

This server is running CraftBukkit version 3637-Spigot-d90018e-4768df7 (MC: 1.19.3) (Implementing API version 1.19.3-R0.1-SNAPSHOT) 

and the lava hurt.. can you try in a new world? if still has the issues please provide steps for replicate the issue.

Removed the plugins and still having the same issue. Am I the only one that has this issue or is anyone else having the same issue?

I've had the same plugins as other versions and worked with no issues? I'll try when I can to remove them/disable them.
