Using skull.setOwner(name) doens't work if the player name is not logged in.
I think we need a skull.setOwner(uuid)

It work instantly with the setblock command...
And doesn't work with setOwner.

Yes it does.
If it didn't happen for you than you were rate-limited by mojang, or just didn't wait long enough for request and tile entity update to complete.

It doens't work with a disconnected username.
Take a placed skull in the world (not a itemstack) and try to modify it with my username (Aquazus) ...

That won't work if player is not logger in too. Skulls need a full profile including properties data, so just setting uuid won't work.
