This needs to be closed. This is normal behavior and it looks like the user had a plugin that allowed this.

No, it was always like that. You just had a plugin that prevented that.

If a user is playing and a different user connects with the same username the first user gets kicked and the second user gets denied from connecting. As I remember in 1.7.x user 1 didn't get kicked and the second user got denied from connecting. |
