Plugin: This happens with and without Worldborder. When the plugin is active the player gets teleported inside the border, and then suffocated by walls. When the plugin is off, the nether portals spawns outside the world border, generating chunks and lag.

 Description   

When players go to the nether using a portal that is near the overworld border, they get teleported correctly to the nether. But when they use the portal that has just spawned in the nether to get back to the overworld, they get teleported wayy beyond the overworld border, egenerating lots of lag and unwanted chunks. (and angery).

Happening both on latest version of Spigot and also Paper.

Players suffocating in walls with WorldBorder is a plugin issue that you should report to the plugin author.
For the rest of your issue please use the Spigot forums for support. These are vanilla mechanics, but there are plugins that can change the exit locations for portals.
