 Description   

Using a fresh build of the development spigot 1.14 on ubuntu 18.04 lts, when I use the stop command in console, the server hangs and requires me to fully restart my linux server to kill the process. I tired to see if it was just a long shutdown, but it was stuck for 10 hours.

I don't know if its relevant but when starting the server I also get a error
