 Description   

 It looks like the mob-spawn-range configuration option is also effecting the range of random block ticks.

Steps to reproduce:

  1. Create a new server
  2. Set mob-spawn-range: 0 in spigot.yml
  3. Try making a farm or cutting down a tree

Expected behavior:

  • Crops grow and leaves decay as they normally  would.

Actual Behavior:

  • Grass doesn't spread, crops and trees don't grow, farmland doesn't hydrate or turn to dirt, leaves don't decay, etc.

I can confirm that block ticking still uses mob-spawn-range, and it looks like based on the commit that mob spawning now doesn't use mob-spawn-range? It's not clear to me how that commit was supposed to fix the effect on block ticking if it's only contained in that one patch, but I think something accidentally went wrong here.

Reproduced by creating a long line of bamboo to view distance and modifying the mob-spawn-range over multiple starts to measure the chunk distance growth occurred to see if it matched mob-spawn-range.

Well this is embarrassing. I see what it's doing now. I did more tests and it appears this is an issue in other software. Forgive me. I was helping someone track down this issue. Probably should slow down a bit when I'm sick.
