When navigating to a specific region, the server hangs and then crashes but never finishes saving, so is just frozen, therefore not auto restarting. This issue does not occur in Vanilla 1.14 or on Spigot 1.13.2. It does occur in Craftbukkit 1.14 as well as Spigot 1.14. Attached is the problem region r.-1.0.mca - it is from the_end. I have tried to fix the region by saving it in vanilla but it is still corrupt when I go back to spigot. I would just delete it but want to ensure that there are no other corrupt regions with a similar issue. The region contains an enderman xp farm.

Steps to reproduce:

1. In a new 1.13.2 world, copy and paste the region r.-1.0.mca attached below into world_the_end/DIM1/region/
2. Login to the server and go to the end (like with /setblock ~ ~ ~ end_portal)
3. Teleport to the coordinates (-410, 57, 410) with /tp -410 57 410

The attached crash report is produced by Craftbukkit. The 2019-04-26-crash.log is produced by Spigot. This is reproducible without any plugins. I spent 2 hours debugging this myself.
