I would like to propose adding a permission for the Minecraft Debug Stick.
something like spigot/craftbukkit/bukkit.debugstick.use

I know that a user has to be both an OP and in creative mode to use it.
As it stands right now, a player with perms for /give can GET the stick, but can't use it unless they are OP'd
A server owner may wish to give a builder or admin the ability to use the debug stick (for building purposes) and not want to give said user OP. (I personally NEVER OP anyone on my servers)
