Unmodified fresh install of spigot.
No settings were changed aside from the server port, RAM, MOTD and world generator setting (flat).
The world was generated as flat. There were no villages within a 4k block radius when testing this issue.

 Description   

Villagers refuse to breed even under the right conditions on the current spigot builds.
Followed many guides and tutorials closely for villager farms, and yet they do not seem to work. On the SAME world file in single player, they start breeding and reproducing almost as soon as the game started up.

Forgot to mention that this issue was tested with and without plugins and I double checked that mob griefing was set to it's default (true) value.
