On a localhost server with 1 test plugin running

 Description   

When using the Bukkit.createInventory(InventoryHolder holder, int size, String name)
and passing in a name with a ChatColor in it, the chat color doesn't show up. 

Tested the exact same code on a server running 1.12.2 spigot and it was working so it's definitely an issue with Spigot 1.13

No, it's a client issue fixed in 1.13.1
