You can see the exact process in this video

Take a pickaxe into your hands and in survival mode break a block with it, then holding exact same pickaxe run the command below

command: /execute store success entity @s SelectedItem.tag.Damage int 100 if entity @s

In single player and on the vanilla server the damage of the pickaxe changes, but on spigot it doesn't

Solved in Vanilla 1.15 https://bugs.mojang.com/browse/MC-123307

The bug report is assigned to an MC developer, not marked as "Works as Intended".
I'd say that's official confirmation it is a bug.

This is an important feature of many datapacks, and since people are starting to create datapack servers it would be extremely beneficial to support this feature.
This is suspected to be a bug by the command community, hence the report, but there has been no official confirmation I am aware of that it is in fact a bug.

Its essentially a bug in Vanilla that this works there at all (see above ticket).

Note for example how you can edit SelectedItem.tag.Damage, but not for example SelectedItem.Count

Currently they don’t work

But this fix will add the ability to add advanced datapacks on spigot.

Dunno if this will be fixed - the way the Vanilla command is implemented is unsafe
