 Description   

When setting the tab-completion option in spigot.yml to -1, it should disallow me from tab completing any commands, yet with 1.13's new tab complete system, it doesn't do anything anymore

It does not do nothing, it prevents completing of arguments over the length.
The root command completions themselves are client side.
Since it appears you want a negative value to disable all commands on the client, I have done that, although note it will make every command entered appear in red on the client.

PS: You made no attempt to read the 1.13 post on the forums.
