 Description   

When a player gets hit by an entity inflicting 0 damage because of the weakness effect, the armor durability is still reduced by 1 point.

But according to my testing in Vanilla, the armor still doesn't get damaged.

Looks to be intended by Vanilla - any damage less than 0 is scaled to 1 for armor purposes.
You can file a bug there if you believe this to be wrong
