I`m using chcp 65001 (UTF-8) encoding command in my .bat file to run Spigot to use cyrilic text in my console.
But there is error in 1.12 builds

Yes, but Unicode characters work.
Vanilla doesn't even have a coloured console.
If you want even better support try linux.

Using Git Bash
Console is Black-White, No colours as in cmd.exe

Please run your server in a "Git Bash" console on Windows.
This has far better support for different charsets.
