Environment:

Tested on both a local and live server. Live: Debian, Java 7, 4gb RAM. Local: Windows 8, Java 7/8 8gb RAM.



 Description   

The weatherchange event doesn't fire when manually changing the weather with a command such as /toggledownfall. It only fires correctly when the weather changes automatically.

This issue seems to be relatively new, as I believe it worked in some of the first stable 1.8 versions.
