 Description   

vesion 1.11.2-R0.1-SNAPSHOT
/version command show that i 2 versions behind but i dont know where downlad latest build
i using https://getbukkit.org/spigot to download spigot.

SWEEPING_EDGE enchant not working.
commands like
/give BabelSolea 276 1 SWEEPING_EDGE:1 / 2 / 3 / 500
in real give diamond sword with out any enchant.

Yes, but the variant of /give you are using isnt a Spigot command.
You need to report it to whoever makes your /give command.

all others spigot enchants working fine.

only SWEEPING_EDGE:1/2/3 not working.

That would be an issue with the plugin you are using to implement your give command.
Maybe use /minecraft:give for the vanilla give command
