 Description   

Guardians have stopped spawning in chunks known to have temples/Guardians before. Even newly found temples start with 0 Guardians and have the Elder Guardians still.

Disabled ALL plugins on test server with same seed (1.7 world) same issue. Deleted Spigot.yml and Bukkit.yml same issue. Next step is trying CraftBukkit over Spigot to see if it remains.

This is because you somehow removed the structures information for ocean temples. I'm not sure whether this is bundled with the general "disable structures" feature, but it's more likely user error than a bug.

Forgot to add that if I load the SilkSpawners plugin, I can spawn Guardians via that, and can spawn them via eggs. Just no natural spawns. Players are reporting this issue all over my server.
