 Description   

When a player goes to spawn the Wither, nothing happens, the blocks required to spawn the Wither remain where they were placed. Have tried in multiple positions / with a fresh server without any plugins, to the same result.

Please use SPIGOT-4110 for the issue in 1.13

I have had this problem on every version of spigot I've used so far. I updated Spigot again on Yesterday and still have this issue.
