Upon chunk loading, item frames drop their contents and then drop off themselves

I am now noticing this destroyed behavior as well in the latest craftbukkit version.

Still happening to me running CraftBukkit version git-Spigot-da278d1-b2f31b7 (MC: 1.10)
Although your description says they drop off, but mine are just destroyed.
