Hey, ive got some really annoying fails during the generation of new chunks.
There are no tress, no tallgrass, now snow and no plants.
Im running Version git-Spigot-4af49dc-4e19de1 , ive tested it with no Plugins, a new world and only this setting in the server.prop file:

I cant find a fix for it yet and it happens everytime.
I think it happens much more often if i fly with gamemode 3 and the highest speed over new chunks.
Could someone pls help me with this problem? It ruins my hole world.

is there an alternativ plugin for worldborders /wb fill ?

So i updated to the latest version and tryed it again and it showed no chunkfail by flying around but after using the plugin worldborder (also the latest version) und with the command /wb trim to delete the damaged world it happens again is this a fault by the plugin or still from spigot?

Fixed, but note that the existing damage to your world is permanent.

Sometimes its hard to see, i was at coords: "1700 80 0" to test it , there is a huge iceplains biome, its everytime the same im flying to the chunks and they generate normaly but if im flying back to these chunks some parts are empty and after a bit of time more strips of empty chunks appear. i would do a video but i dont know how ^^
is there something i can do to help more?

Actually I am seeing it on some chunk borders after reloading them.

Cannot reproduce using your exact server.properties.
As you can see from the screenshot I tried flying around really fast, but don't really know what coordinates I was meant to fly to.

Now ive tryed it on 3 different rigs and it happens on all of them everytime with vanilla settings and a new world :/
The way i reproduce the fail:
create start file to start the spigot.jar , accept the eula and let the world create. Then join the server and set gamemode to gamemode 3 or 1 and fly to new chunks( best to see is the ice plains biome or the dark oak forrest) the chunks are generating the first time normalle and after a minute the snow and the trees start to disappeare. then i stopped the server and restarted it but the chunks are still empty , ive tryed a new clean client but again nothing. ive also tryed the render dynmap but its the same on the map , blocks are there but no tallgrass trees and snow :/

My version of Spigot: git-Spigot-8a048fe-3c19fef (MC: 1.9.4)
My start.bat file:

ive tryed it again with everything vanilla except the seed settings(level-seed=-8913466909937400889) and it happens again with a new world and no errors in the console :/
Edit: It also happens without any seed settings and in every biome but its harder to see

generator-settings are invalid and might cause the issue.
