 Description   

When cancelling the VehicleExitEvent and someone tries to dismount, he gets kicked for flying ("Flying is not allowed.").

Tested this on PaperSpigot and it seems to work perfectly fine there.

This does not happen in 1.21, the player is not kicked and cannot leave the vehicle, however, I noticed that if the player kills himself "/kill" or someone kills him with the event (vehicleexitevent) being cancelled, he will be teleported back to the minecart and will remain a minecart passenger
