 Description   

This commit changed the parent in the POM of spigot-api. However, this parent has not been published and is thus causing my builds to fail on my CI server as it has never executed the BuildTools.

Is it really necessary to execute the BuildTools? That would make the maven repository a bit redundant to me as you would need to execute the BuildTools.

By the way, by 'causing my builds' too fail I'm talking about the builds of my plugin, not of Spigot.
