When right clicking on a painting the PlayerInteractEvent is fired twice. This isn't the case when right clicking on item frames, with identical code. |

Interact events simple forward the packets sent by the client. Since 1.9 there are two interact events by default. There might be some special code in the client for item frames to only send one. |
