 Description   

The new FrostWalker enchant allows water to be transformed into frosted ice. On a server using GriefPrevention or PlotSquared you would expect them to prevent the creation of frosted ice in order to preserve the currently existing flow/pattern of water. It may hinder the usefulness of the enchant but it can be considered grief to others.
tl;dr FrostWalker should be triggering an event so plugin developers can cancel the formation of Frosted Ice. It would also be helpful to listen to when frosted ice melts.

I am curious as to why this was downgraded to minor despite the fact it is not a bug. I think this important so any potential grief can be prevented.

At least for melting the BlockFadeEvent is already been called.
