Looks like NetBeans is expecting the javadocs to match the name of the jar, so it isn't importing them.

Also, the Maven repo is being odd, I can't get anything out of it.
EDIT: WOAH, I put the API into NetBeans and it poured a thousand JAR's out. I guess I made it work. Got javadocs working, thanks!

Odd. I'll try the latest BuildTools and get back to you on that. EDIT:

I have no idea what exactly netbeans is looking for, but the recommended way to do this is to use the maven repository and then right click -> download javadoc.

Also the javadocs are for 1.8.8 but you are using 1.8
