When using Spigot's hopper-amount function with a value higher than the default of 1, composters will act as if only one item was put in, and will "destroy" the rest. For example, when entering a stack of seeds with a hopper amount of sixteen, the composter will act as if only four items were entered, causing the composer level to only rise a little bit.
